Health Care Providers (HCPs) today are faced with increasing requirements to deliver technology based solutions to improve the cost effectiveness and quality of patient care.  Governmental pressures to standardize patient information accessibility and privacy are placing increased demands on network infrastructures.  HCPs must be ready to deliver advanced applications that require significantly more network bandwidth than in the past. The trend is increased mandates for information intensive delivery networks supporting applications that address patient safety, remote access to care, and bio-terrorism preparedness.

The Federal Communications Commission enhanced the Universal Services Fund (USF) in 1996 to provide a funding mechanism to offset the high costs of rural heath networks.  The Rural Health Care Division (RHCD) program is deigned to provide funding to eligible HCPs, reducing the costs of new and existing network circuits.
